A Licensed Community Association Manager (CAM) reads the turnover package line by line, checks the reserve balance against the reserve study, confirms the landscaping contract you inherited is signed paper rather than a handshake, and gets notices out on their statutory clocks. Liz Welch has experience guiding Florida boards through developer turnovers. Synergistic Community Association Management is a certified woman-owned, state-licensed firm based in Tampa that manages community associations throughout Florida.
Highlights
- Homeowners Association (HOA) members get a board seat before they get control. Under FS 720.307(2), members other than the developer elect at least one director once 50 percent of parcels have been conveyed.
- Majority control follows under FS 720.307(1)(a), three months after 90 percent of parcels have been conveyed, or sooner under FS 720.307(1)(c) if the developer walks away from finishing the amenities or infrastructure.
- Self-management is legal in Florida. Under Chapter 468, Part VIII, Florida Statutes, anyone paid to manage an association with more than 10 units or a budget above $100,000 must hold a CAM license.
- Self-management is not free. Bookkeeping, counsel, an accountant, insurance review, and software still get paid for.
- Synergistic offers new Florida HOA boards a complimentary turnover call with Liz Welch directly, not a salesperson.
Decide before turnover, not after
That seat at 50 percent is the opening most boards waste. It brings visibility into what the developer is doing and time to decide who runs the association afterward. The worst version runs backward: a board takes control, spends four months learning nobody has time to chase warranty documents, then interviews firms with the records deadline already missed. The developer has 90 days under FS 720.307(4) to hand over deeds, minute books, contracts, warranties, insurance policies, permits, and financial records. Whoever handles those 90 days should be chosen before they begin.
A test that predicts how self-management goes
Name three owners who will serve consecutive terms and one who will handle collections against a neighbor. If those four names come easily, self-management can hold. Most new communities cannot produce them, and the reason is timing. Turnover lands while residents are working full time and raising children, years before the retirees who staff older neighborhoods move in. Year one goes fine either way. Year three is where a treasurer sells, the reserve study cannot be found, and an election gets challenged over a late notice.
Compare the real numbers, not the headline
A management fee is visible. The cost of self-management is hidden in pieces: bookkeeping, the accountant required under FS 720.307(4)(t) for HOAs incorporated after December 31, 2007, association counsel, and vendor pricing inherited from the developer. Developers sign with whoever was cheapest during buildout, so a rebid is worth running before assuming the price was good. Our Tampa vendor relationships go back decades.
What to ask before signing anything
Ask for the name of the manager assigned to your community, that person’s Florida CAM license number, and how many associations they carry. Plenty of firms’ staff turnover works with unlicensed coordinators. Synergistic keeps portfolios small enough that every board has one dedicated local contact, not a call center queue. Ask how fast messages get returned. Ours come back the same day, which is the Midwestern work ethic in practice.
